From Design to DEWA Approval: Step-by-Step Process for Merging Multiple Shops into One - By Best Electrical Contractor in Dubai.

Updated: 19 hours ago

At BTU Electromechanical Works LLC, As a best electrical contractor in dubai, we specialize in delivering end-to-end MEP solutions for complex fit-out projects. In this blog, we walk through a real-world example of electrical modification works in a shopping mall where multiple retail units are being merged into a larger space. The blog is structured into three main parts: project overview, electrical scope, and the step-by-step process involved in obtaining all necessary authority approvals and executing the works.

1. Project Description

Existing Shop Arrangement In a shopping mall project, a specific zone contains 10 individual retail units. Each unit operates independently, with its own electrical and mechanical services.

BTU Electromechanical Works LLC - Best Electrical Contractor in Dubai.

Proposed Shop Arrangement A new tenant has proposed to merge 6 of these 10 shops into a single, larger unit. The remaining 4 shops will continue as individual units. This requires a complete reconfiguration of the electrical infrastructure to accommodate the power requirements of the merged retail space.

2. Electrical Scope Description

Existing Power Arrangement

  • Each shop is allocated 20 kW of electrical load.

  • Every shop has a dedicated Distribution Board (DB), which is fed from a centralized Sub Main Distribution Board (SMDB) located in the electrical room on the same floor.

  • Total available connected load: 10 shops x 20 kW = 200 kW

Proposed Power Arrangement

  • 4 shops will continue to have their existing 20 kW connections.

  • The remaining 6 shops being merged will have their 6 individual 20 kW connections (totaling 120 kW) consolidated into a single 120 kW outlet.

  • A new Shop SMDB (120 kW capacity) will be installed in the merged unit, fed from the modified main SMDB in the electrical room.

3. Step-by-Step Activities By the Best Electrical Contractor in Dubai

1. Client & Landlord Approvals

  • MEP Contractor will prepare a detailed power and lighting layout.

  • The design will be submitted for client review and approval.

  • Upon client approval, the same will be submitted to the Landlord for final approval and NOC issuance for DEWA submission.

  • The NOC will outline the changes proposed and support the authority application.

2. DEWA Submission Process

A. Zero kW Approval If the redesigned power load (200 kW) does not exceed the existing approved load, we apply for Zero kW Approval—a DEWA process where no additional load is required.

Required Documents:

  • From Landlord:

    • Existing DEWA approval (SLD, load schedule, layouts)

    • Electrical Room Layout

    • Affection Plan & NOC

  • From Client:

    • Trade License, EJARI, Emirates ID

  • From Fit-Out Contractor:

    • Authority-approved layouts (Architecture, HVAC & Plumbing)

  • From MEP Contractor (BTU):

    • Setting Out Layout (Electrical Room & Shop)

    • Existing & Proposed SLD and Load Schedule

B. Detailed Design Submission

Once Zero kW approval is obtained, the following are submitted for DEWA detailed design review:

  • Setting Out Layout – Showing SMDB and DB arrangements

  • Lighting Layout – Complete with circuiting, legend lists which includes type of light and wattage for each type of light.

  • Power Layout – Circuiting with legend list showing type & wattage.

  • SMDB & DB Arrangement – Existing and proposed SLD and Load Schedule, clearly showing transformer, LV Panel, floor SMDBs, and shop DBs

  • Design Review Fee – Payable upon DEWA’s intimation

3. Site Modification

Upon receipt of Detailed Design approval from Dewa, we can proceed with site modifications:

  • Obtain shutdown approval from the landlord, as power will be turned off for all shops fed from respective SMDB during reconfiguration.

  • Modify the existing SMDB:

    • 4 shops will continue to have their existing 20 kW connections.

    • The remaining 6 shops being merged will have their 6 individual 20 kW connections (totaling 120 kW) consolidated into a single 120 kW outlet.

    • Remove existing cables from SMDB to 6 shops which are being merged.

    • Install new 120 kW cable from Electrical Room SMDB to the merged shop’s SMDB

4. DEWA Inspection & Meter Connection

  • Once the installation is complete, DEWA will be requested for a site inspection (typically scheduled within 3 working days).

  • Upon successful inspection, DEWA issues the estimate for meter installation.

  • After payment, the DEWA team installs the meter and activates the power supply.

Conclusion

This structured approach ensures seamless execution of electrical modifications for retail space consolidation in compliance with DEWA regulations.
